Portraits of “The Marquis Tseng”

Recently, I found two cabinet portraits of “The Marquis Tseng” in Cheshire. He was a Chinese diplomat who was minister (or ambassador) to the courts of London, Paris, and St. Petersburg between 1878-1885. The Marquis Tseng move to Folkestone, Kent in 1883. The portrait on the left was taken by Walter BLACKALL, a photographer, at 9 Church Street, Folkestone. I am trying to find some background information on Walter BLACKALL, and would be very grateful if you could help me to find any more information about him. Ray Zhu
