A tough one to answer with any certainty Ron. It depends a lot on what is required in terms of quality, text recognition, image quality, searchability, indexing, file format, etc. Later issues used a variety of typefaces and layout, had differing numbers of pages, and were sometimes printed on coloured paper, adding to the difficulties encountered.
Assuming a trouble-free scanning operation, much tidying up of the resultant scanned file is often needed. Text recognition is sometimes erratic if typefaces are unusual (I use software called ABBYY Finereader). The resulting PDF must then be hosted in a way that allows it to be searched, unless you rely totally on Google, which will automatically scan linked PDFs but cannot return a result linked to an actual position in the document.
All of this takes no account of any issues with copyright either, which is partly why I have not attempted to offer full scans in the public domain.
